The Predatory Wolf in Sheep's Clothing … the journal that claimed nothing
We audited a predatory journal expecting to find lies and found none. Every identifier real, every claim implicit, nothing on the page falsifiable — and the reader supplies the credibility themselves. What that technique is, where it bites, and why checking the journal is no longer enough.
We hadn't looked at predatory journals for a long time. So, while updating our website we decided to look for some. Not for lists of them. Not to read them. Just to find out what is characteristic of predatory journals — and how they survive.
We found they survive by claiming nothing.
Predatory journals are ghosts
An example from August 2026.
We audited what appeared to be a predatory journal this month expecting to find at least some critical lies.
We did not find any. We found nothing at all.
That turned out to be the finding.
What we were looking at
A journal, indexed, with an:
- ISSN — International Standard Serial Number
- OCLC — an Online Computer Library Center control number
- LCCN — Library of Congress control number
The journal had all three — real and verifiable. A real journal, right?
Not so fast.
An ISSN identifies a serial. It says a publication exists and has a name. That is all. It is not a mark of quality, and it is not indexation. Anybody can register one.
OCLC and LCCN are catalogue records. A library holds a thing and records that it holds it. It most certainly does not make any claims as to the holding's contents, let alone assert that the contents are of value.
The ghost
What the 'journal' did was start the process of creating a 'ghost' — creating credibility by inference in the reader's own mind. Stacked side by side under a heading, three administrative facts read — to a human mind looking for patterns — as accreditation.
It is a simple collection of facts presented to mislead by using the associative properties of the human mind. None of them is a lie — and none of them means what the arrangement suggests.
The next step in creating spurious credibility
The masthead of the 'journal' provided:
An editorial board
This is the next deceptive step.
The board was listed as names and countries. Nothing else.
For example: *P. Quimby (Germany).*
No institution. No title. No department. No statement that anybody had agreed to serve.
You look the bare name up. You will find a real academic in Germany with that name. But the journal never claimed it was that academic — you supplied the affiliation yourself.
The journal never stated it.
An impact factor
An impact factor was displayed on the front page. Excellent! An actual hard number: 0.001.
0.001 — not hidden, not inflated. Published, as though it were an achievement.
A real impact factor is a Clarivate calculation and it is checkable in one place. Anything else calling itself an impact factor is a number somebody chose. This one is close enough to zero to be honest about what it means, if you happen to know what the scale is.
A footer
Team. History. Careers.
Plain text. Nothing behind any of the three. Broken links? Absolutely not. NO links. The words alone.
You expect to see them. You see them.
Unless you are suspicious and test them? They pass.
Our finding
Nothing on the page was false.
Everything played on what human minds expect. It was meant to create a ghost in the reader's mind. Everything was inferences the visitor provided themselves.
That is the whole technique.
A false claim can be disproved. If the page had said Professor P. Quimby, University of X, Editorial Board, one view of the academic's profile — or one email to the university — settles it.
An implication cannot be disproved, because it was never made.
The reader does the work. The reader finds the professor, the reader connects the professor to the journal, and the reader is now certain of something nobody ever wrote down.
There were no load-bearing claims on that page. All were in the mind of the reader.
What we learned
We went in with a checklist for lies. Fake affiliations, invented boards, stolen journal names, a hijacked ISSN.
That checklist would have passed this journal.
The right question is not *is anything here false?*
It is: what has this page actually claimed?
That is the cleverness. The answer is: nothing of material value.
Where the wolf bites
To switch back to the title metaphor.
This predatory wolf looks harmless. That is the sheep's ghostly clothing.
The first bite is money. Article processing charges concealed until after acceptance — and, far worse, in many cases after you have signed over copyright. You find out what publishing costs at the point where refusing is hardest.
The second bite is your reputation, and it is even more expensive in the long term. The work is published, so it cannot be withdrawn and sent somewhere that counts. It is not indexed where indexation matters, it will not be read, and it will not be cited. Text you spent a year on is gone, and it is on your record — permanently.
The journal never lied to you. It simply let you conclude it was a sheep.
And there is a newer problem
The invitation emails are written by AI now. That is why they no longer read like scams — no broken English, no obvious flattery, and a subject line that sounds like your own field.
And a model retrieving sources does not distinguish a predatory journal from a real one. A candidate asking an AI for literature can be handed this journal's contents as scholarship — indexed, catalogued, and carrying an impact factor.
The technique was always built for a reader who infers.
Insidiously? The better a reader somebody is, and the cleverer they are, the more they are likely to infer.
It works even better on a machine that does the same thing at scale.

And checking the journal is not enough
Everything above assumes the journal is the thing to check.
A 2025 study in PNAS shows that assumption is no longer safe.
Richardson and colleagues mapped the networks behind industrial-scale research fraud. They identified twenty-two editors at PLOS ONE — a legitimate, peer-reviewed, well-indexed journal — who were anomalous for accepting articles that were later retracted, and thirty-three who were anomalous for articles later flagged on PubPeer. They found authors who repeatedly steered papers toward those editors.
Nothing is wrong with PLOS ONE. Every check in this article would pass it. The compromise was at the level of individual editors, inside a real journal doing real peer review.
And the scale is not small. Some publishers report up to one in seven submissions as probable paper-mill provenance. Paper-mill output is doubling roughly every eighteen months, against fifteen years for scientific publication generally — and retractions are not keeping pace.
So the ghost journal we audited is the visible end of it. The harder problem is fraud that has been laundered through a journal you would never think to question.
Which leaves one defence, and it is the oldest one: read the paper. A source you have actually read cannot surprise you later.

How can you test a dubious journal?
Look up two or three board members on their own profile pages. Academics are proud of genuine editorial appointments. They appear on university profiles, on CVs, on ORCID records — because a real board seat is a line somebody put there deliberately.
Even one not mentioning the journal affiliation? Highly suspicious.
A whole board, and not one of them mentioning the journal? A finding.
Read the title character by character. Journal of against International Journal of. A professor listing one is not evidence for the other.
Verify each identifier where it lives, not where the journal displays it.
And ask what the page has claimed rather than whether it has lied.
